Yeah...it's a type of electric motor. I've had the [mis]fortune of working on this bike. The manufacturer Tidalforce/Wavecrest has thankfully discontinued production. I wish the best of luck on their future products, but this one was a dog. It must have weighed 80+ pounds...

very odd machine
I could see the V-brakes on the bike
and I could see that his acceleration did not match his pedal stroke
I have no issue with the motor assisted bicycle
but keep that thing on the streets and off the bike path
NO MOTORIZED VEHICLES ON THE BIKE PATH
that includes the GOOBERS on Segways!
