Looks like they may be doing some power washing (or some other sort of dusty/dirty work)of the adjacent building(s) the car condoms are cheaper than some guy saying his paint is ruined on his six figure Lexus.
I've seen them used when building are pressure washing their facade. They'll cover all the cars beneath the building to prevent coating them with the backsplatter from the washers.
if two cars mate it will make more cars...I think we have enough of them already
